§3903 Members of Service

Summary

Defines who counts as members of the Service. They include seven groups: chiefs of mission (appointed under section 3942(a)(1) or assigned under section 3982(c)); ambassadors at large (appointed under section 3942(a)(1)); members of the Senior Foreign Service (appointed under section 3942(a)(1) or 3943) who lead and manage the Service; Foreign Service officers (appointed under section 3942(a)(1)) who do the Service’s work; U.S. citizen Foreign Service personnel (appointed under section 3943) who provide needed skills; foreign national employees (appointed under section 3943) who give clerical, administrative, technical, fiscal, and other support at posts abroad; and consular agents (appointed under section 3943 by the Secretary of State) who provide consular services where no Foreign Service post exists.
