People must first work under a limited appointment as a career candidate for a trial period set by the Secretary before getting a career appointment. During that trial, the Secretary will either offer a career appointment under section 3943 or recommend the person to the President for appointment under section 3942. The Secretary’s choice must follow recommendations from review boards made mostly of career members who judge the candidate’s fitness and skills. This does not reduce the powers of the Secretary or the Foreign Service Grievance Board under section 4137.
