The Secretary must make rules that say how well U.S. citizen career members of the Service must perform. If a selection board review suggests a career member might not meet those rules, the member must be given an administrative review and a chance to speak for themselves. If that review shows the member did fail to meet the standards, the member must be retired and given the retirement benefits the law provides.
