Summary

Creates a fund in the U.S. Treasury to pay separation pay for foreign national employees of U.S. government agencies, excluding the Department of Defense. The fund is fed by two kinds of deposits: amounts already obligated for accrued separation pay and amounts agencies obligate for fiscal years after 1991 to cover current and future separation costs. Money must be put into the fund each year and can be used until it is all spent. Payments from the fund may be made only in countries where such pay is legal.
