The Secretary can give grants to family members of government employees to help pay for approved training programs. The money can be given up front or as a refund, and it cannot be more than the actual, necessary costs the person paid to attend. If a service member assigned abroad, or a family member, cannot take government language classes, the Secretary can pay all or part of the cost of language training at a public or private school when the training is needed for the overseas assignment.
