Newly hired Foreign Service employees who are in initial orientation or other training expected to last less than 6 months in the Washington, D.C. area must get federal per diem payments for the time they are in training. They cannot get the lodging portion of that per diem if they have a permanent home in the Washington, D.C. area (not counting government-provided housing during training) and they do not leave that home while in training. per diem allowance — daily government payments for lodging, meals, and small expenses. Washington, D.C., area — the area within a 50-mile radius of the Washington Monument.
