The Secretary of State may make a list of places that, because of climate or other extreme conditions, are called unhealthful posts. Each year served there, including regular leave, counts as one and a half years for retirement. Partial months count as full months. No extra credit is allowed if the person is paid a differential under 5 U.S.C. 5925 or 5928. That extra credit cannot be used to qualify as a former spouse or to compute the pro rata share under section 4044(10). No extra credit applies to any tour of duty that begins on or after February 16, 1990.
