Does not change or stop foreign trade that was legal before June 15, 1917, including trade in weapons, ammunition, or other goods with any foreign port or place, under international law, U.S. treaties, or foreign laws. The only exception is when the President has forbidden exporting weapons or ammunition under section 401.
