Agency heads may create rules to give an employee serving abroad up to 10 days of paid leave each leave year for local holidays. Whether to use this option is the sole decision of the agency head. Definitions: agency — an Executive agency, but not the Government Accountability Office. employee — an officer or person appointed in the civil service, the Foreign Service, or another non‑military appointment by the President, Congress, a Member of Congress, another employee under this rule, or the head of a government‑controlled corporation, who performs a federal function under law or an Executive action and is supervised by the appointing official while doing that work. leave year — starts on the first day of the first full pay period in a calendar year and ends the day before the first day of the first full pay period in the next calendar year.
