Covered agencies: State Department; Broadcasting Board of Governors; Agency for International Development (USAID); Department of Agriculture; Department of Commerce. The President can, by Executive order, remove or, in writing, temporarily suspend parts or rules for any unit of a listed agency if those parts mainly do intelligence or national-security work and applying the rules would threaten national security.
