People who were in the Foreign Service before February 15, 1981 and who held officer, information officer, reserve officer (limited or unlimited), staff officer, or employee posts must be given the same salary, allowances, and related treatment as if they had been converted under section 4152 or 4153 on February 15, 1981. If they were serving on October 17, 1980, the pay change starts on the first day of the first pay period beginning on or after October 1, 1980. If they were appointed after October 17, 1980, the pay change starts on their appointment’s effective date.
