Keeps in force any decisions, rules, orders, agreements, official recognition, or other actions made under the old Foreign Service Act of 1946 or any law changed by this chapter until the proper authority changes them. Any complaints, claims, or appeals that were filed and still unresolved on February 15, 1981 must keep being decided under the old law. Keeps any increases in annuities or other benefit rights that the old law gave to people who became entitled before February 15, 1981. Also, when other laws mention parts of the old Foreign Service Act, they should be read to mean the matching parts of this chapter.
