Consular officers must give the required bond before taking certain trusted jobs listed in section 4198. If an officer takes such a job without that bond, or willfully refuses to give money, property, or other items to the person legally entitled to them after being asked by that person or their agent, the officer is guilty of embezzlement and can be punished by up to five years in prison and a fine of up to $5,000.
