Consular officers must treat the official invoice-verification fee as full payment. That fee covers the blank declaration form and the officer preparing, signing, and sealing the certificate, so they may not charge extra for forms, advice, or clerical help. Any officer who charges or lets others take more than the legal fee can be punished by up to one year in jail, a fine up to $2,000, and removal from office.
