Consular officers and their staff must not charge or accept any payment for receiving or paying wages, extra wages, or money advanced to a sailor discharged in a foreign country, and they must not profit from providing clothes, board, supplies, or sending that sailor home. If an officer owns or has a share in a U.S. ship, they may transport the sailor and get the usual transportation payment allowed by law.
