If a consular officer intentionally fails to file truthful quarterly reports about their office and the money they handle, or does not pay any money owed by the end of the next quarter, or keeps a U.S. citizen’s money or property and won’t account for and return it after a reasonable demand by the Secretary of State or the citizen (or their representative), that is embezzlement. The offense can be punished by up to 5 years in prison and a fine of up to $2,000.
