The President may create fiscal districts and set up a district accounting and disbursing office in each one as part of the State Department to save money on accounting. Each office will oversee the accounts and reports of all diplomatic and consular posts in its area and may handle their receipts and payments. A district office is led by an accountable officer who must collect and record fees and other official money from diplomatic, consular, and Foreign Service officers under rules from the Secretary of State. After paying salaries, allowances, and current expenses, any leftover funds must be sent to the U.S. Treasury. The district officer may give money to others to spend as agents, and both are financially responsible. The Secretary of State hires these officers and their assistants like clerks in missions. Section 3522 of title 31 and any conflicting laws are amended to match.
