The Secretary may provide extra security for foreign embassies and missions. The Secretary can do this directly, by contract, or by using state or local authorities. The Secretary cannot provide services that another federal law already lets someone else provide. Money to help state or local authorities is allowed only if the Secretary finds a real threat or special danger that local police cannot handle. In any year, no more than 20% of the funds can be used in any one State. At least 15% of the money must be kept as a reserve for the Secretary to use directly or for places without a local agreement. Agreements with state or local authorities can last no more than 90 days in a calendar year, but they can be renewed after the Secretary reviews them. Contracts are allowed only if Congress has approved the money in advance. The funds used here are not covered by a separate spending rule elsewhere in the chapter.
