Congress wants a permanent way for the U.S. government to give money to The Asia Foundation while keeping the Foundation independent. The Asia Foundation is a private nonprofit formed in 1954 in California. It has worked for a long time to build friendship with Asia and help Asian people and institutions grow more open, fair, democratic, and economically stable. Because it is private, it can act quickly and do projects U.S. agencies often cannot. The U.S. has already provided financial support through several agencies.
