The Secretary of State must give The Asia Foundation a yearly grant using the money provided under section 4403. The grant is for general support of the Foundation’s programs and operations, and the specific rules are written in a grant agreement between the Secretary of State and The Asia Foundation. If the Foundation or its subgrantees invest funds they received under this subchapter or other laws with the approval of the federal agency head, any interest earned does not have to be sent to the United States Treasury as long as that interest is used for the same purposes as the original funds.
