Title 22 › Chapter 9— FOREIGN WARS, WAR MATERIALS, AND NEUTRALITY › Subchapter II— NEUTRALITY › § 444
Unarmed American Red Cross vessels not under convoy may carry Red Cross officers, medical staff, and relief supplies like medicine, food, and clothing to help people in need. They must be on a mercy mission and carry only Red Cross people and materials. They cannot enter a port where a blockade is being enforced by destroying ships, unless the blockading power gives permission. An unarmed vessel in ballast (no cargo) may carry refugee children under sixteen years of age out of war or combat zones, with required American adults approved by the Secretary of State and following immigration laws. The ship must have safe conduct from all the states named in the related proclamations and show a large U.S. flag and a clear notice that it is a refugee-child rescue ship. Each child must have a U.S. sponsor before departure who guarantees the child will not become a public charge.
