Title 22 › Chapter 9— FOREIGN WARS, WAR MATERIALS, AND NEUTRALITY › Subchapter II— NEUTRALITY › § 445
If the President issues a proclamation under section 441(a) naming a state, U.S. citizens must not travel on that state’s ships unless the government sets rules that allow it. If the proclamation is later canceled for a state, the ban ends for future travel, but people can still be punished for trips taken before the cancellation.
