It makes it illegal anywhere in the United States to ask for or accept money or donations for the government of any state named in a presidential proclamation under section 441(a), or for agents or agencies of that state. It does not stop collecting money for medical help, food, or clothing to relieve suffering if the fundraiser is not acting for that government and follows any rules set by authorities. If the President later cancels the proclamation for a state, the ban stops for future acts but still covers crimes already done.
