Title 22 › Chapter 55— RESEARCH AND TRAINING FOR EASTERN EUROPE AND INDEPENDENT STATES OF FORMER SOVIET UNION › § 4504
The Secretary of State must, after talking with the Advisory Committee, use funds set aside under this law to pay for research and training about the countries of Eastern Europe and the independent states of the former Soviet Union. Each year the money must be split to support several programs: a national postdoctoral research program that asks U.S. colleges and nonprofit groups for proposals and awards shared-cost research contracts; graduate, postdoctoral, and teaching fellowships at U.S. colleges (coordinated with the research program) with public notice and institutional selection; support for American specialists to do advanced, data-focused research and to hold seminars and conferences linking government and private experts; reciprocal training and research programs in those foreign countries to help U.S. scholars access local institutes and archives; language training grants and summer institutes (with preference for Russian); and other related research and training not otherwise listed.
