Title 22 › Chapter 57— UNITED STATES SCHOLARSHIP PROGRAM FOR DEVELOPING COUNTRIES › § 4703
The President, through the United States Information Agency, must give undergraduate scholarships (including partial awards) to citizens of developing countries who finished secondary school and cannot afford to study in the United States. Each award is set up as a loan that is forgiven if the student returns home and stays at least one year longer than the time spent studying in the U.S.; if granted asylum (section 1158, title 8) or admitted as a refugee (section 1157, title 8), half the loan is forgiven. Before using funds, the President must consult colleges, exchange groups, U.S. missions, and participating governments about applying the rules in section 4704. "Institution of higher education" means the same as in section 1001 of title 20.
