Congress urges the agency that runs part I of the Foreign Assistance Act to increase undergraduate scholarships for low-income students from developing countries to study in the U.S., following section 4704 guidelines when possible. It also urges the U.S. Information Agency Director to increase postgraduate aid and the President to expand study abroad for Americans of all incomes.
