Creates a Security Review Committee with five members: four chosen by the Secretary of State and one chosen by the Director of Central Intelligence. The Secretary of State picks the Chair. Members who are not federal employees are paid up to the maximum basic pay for GS–18 for each day (including travel) they work for the committee. Members who are federal officers or employees get no extra pay. The Department of State must provide the committee’s offices, services, supplies, and pay all expenses, including travel paid under subchapter I of chapter 57 of title 5 or other law. The committee can ask for temporary help from State Department staff, other federal employees, Foreign Service members, or uniformed services, with or without reimbursement. The committee may hire and pay experts and consultants under section 3109 of title 5; those hires report only to the committee.
