The Secretary must, as much as possible, keep key staff assigned for long periods at high‑risk, high‑threat posts. High‑risk, high‑threat posts are places defined under section 4803 as having serious security dangers. Doing this helps staff learn the local political and security situation better and makes sure needed security steps are put in place.
