Title 22 › Chapter 59— FASCELL FELLOWSHIP PROGRAM › § 4902
Creates a Fellowship Board that picks who may serve as Fellows. The Board has seven members: one senior State Department official (the chair) chosen by the Secretary of State, one officer or employee from the Department of Commerce chosen by the Secretary of Commerce, and five academic experts in international affairs or foreign languages appointed by the Secretary of State after consulting the chair and ranking minority member of the House Foreign Affairs Committee and the chair and ranking minority member of the Senate Foreign Relations Committee. The Board must meet at least once each year to choose eligible Fellows. Board members do not get a salary for their service. While traveling away from home or work to do Board duties, they may be paid travel expenses and per diem the same way intermittent federal employees are under section 5703 of title 5.
