Summary
Secretary of State assigns people picked by the Board to U.S. embassies or consulates and gives them their jobs. Fellows may be hired as temporary civil service workers, on limited Foreign Service appointments, or by contract under section 2669(c), and the program’s costs are paid from the State Department’s "Salaries and Expenses" funds.

(a)The Secretary of State shall determine which of the individuals selected by the Board will serve at each United States diplomatic or consular mission abroad and the position in which each will serve.
(b)Fellows may be employed—
(1)under a temporary appointment in the civil service;
(2)under a limited appointment in the Foreign Service; or
(3)by contract under the provisions of section 2669(c) of this title.
(c)Funds appropriated to the Department of State for “Salaries and Expenses” shall be used for the expenses incurred in carrying out this chapter.
