Title 22 › CHAPTER 10 — HEMISPHERAL RELATIONS › SUBCHAPTER II — WAR MATERIALS › § 521
The President can let the Secretary of the Army make or buy coast-defense and antiaircraft gear and ammunition for the governments of American republics. The Army can sell that gear, test it before delivery, fix it for those governments, and share plans or specifications about the items sold. The President can also let the Secretary of the Navy build warships in Navy shipyards and make or sell their weapons, equipment, antiaircraft guns, and ammunition for those governments. The Navy can test or repair those ships and gear and give plans or other information about ships they want to build. None of these actions may break any treaty or international law, cost the United States money, involve U.S. loans or credit, or delay or block U.S. use of its shipyards, arsenals, munitions plants, or other equipment.
