The U.S. Executive Directors at the International Monetary Fund and at the International Bank for Reconstruction and Development must ask their agencies to prepare a study of developing countries' debt no later than 1 year after August 23, 1988. The study must examine options like new lending tools; rescheduling or refinancing debt; securitization and debt-conversion methods; discounted debt buybacks; and the International Debt Management Authority (see section 5331).
