At least every 4 years, beginning Dec. 1, 1990, the Treasury Secretary, with State, Fed, Comptroller, FDIC, SEC, and Commerce, must report to Congress. The report says which countries’ financial firms enter the U.S., what services they offer, where foreign governments deny U.S. firms equal treatment, what the U.S. is doing about it, and progress under section 5353.
