§5441 Educational and Cultural Exchanges and Sister Institutions Programs with Poland and Hungary

Summary

The United States should expand educational and cultural exchanges with Poland and Hungary. It must use all available government and private programs, especially exchanges like Fulbright, International Visitors, the Samantha Smith program, National Academy of Sciences programs, youth exchanges (for example, The Experiment in International Living, the American Field Service Committee, and Youth for Understanding), and research exchanges run by IREX. The focus should be on building business and economic skills that help develop a free market. The United States should set up binational Fulbright commissions with both countries. The President should consider opening reciprocal cultural centers. The President must encourage “sister institution” partnerships between U.S. and Polish or Hungarian schools, cities, and organizations in areas such as medicine and health care, business management, environmental protection, and agricultural research and marketing. Congress authorized $12,000,000 for the U.S. Information Agency for the three years starting October 1, 1989, in addition to other funds.
