The law encourages the United States to expand educational and cultural exchanges with Poland and Hungary using both government and private programs, including Fulbright, International Visitors, youth exchanges, and IREX research exchanges. It stresses increasing programs that teach business and economic skills for creating free market systems. It calls for creating binational Fulbright commissions and asks the President to consider reciprocal cultural centers. The President must also promote “sister institution” links between U.S. and Polish or Hungarian colleges, towns, and groups in fields like medicine, business, environment, and agriculture. It authorizes $12,000,000 for the U.S. Information Agency for the three-year period beginning October 1, 1989, in addition to other funds.
