Gives $4,000,000, in addition to other funds, for a three-year period starting October 1, 1989, to the Economic Support Fund to send medical supplies and hospital equipment to Poland through private and voluntary groups and to train Polish medical workers. The aid can be provided even if other laws would stop it, except it may not fund abortions or involuntary sterilizations under section 104(f) of the Foreign Assistance Act of 1961, and it must follow any yearly Foreign Operations appropriations rules about abortion.
