The first SEED Program report must give a complete description of every SEED action taken under this law since November 28, 1989. Congress says the chapter sets general goals so the President has flexibility to support democracy and economic pluralism in Eastern Europe. It also says quick U.S. action will help build public awareness and international support for U.S. leadership of a multilateral aid program, and that clear early U.S. actions are important to lead the effort.
