Title 22 › Chapter 63— SUPPORT FOR EAST EUROPEAN DEMOCRACY (SEED) › Subchapter VII— MISCELLANEOUS PROVISIONS › § 5491
The President must suspend all assistance to an East European country under this chapter if the President finds and tells Congress that any of the following is true: (1) the country is taking part in international actions that are directly and seriously against U.S. national security interests; (2) the country's president or another government official has imposed martial law or declared a state of emergency for reasons other than a natural disaster or a foreign invasion; or (3) any elected member of that country's parliament has been removed from office or arrested by methods outside the country's constitution.
