The United States should act before, on, and after July 1, 1997 to help keep Hong Kong stable, prosperous, and a strong international financial center. The United States should work to build and expand direct ties and agreements with Hong Kong in fields like economics, trade, finance and money, air and sea transport, communications, tourism, culture, sports, and similar areas. After June 30, 1997, the United States should keep its consulate-general in Hong Kong and related U.S. programs such as the United States Information Agency American Library. The United States should invite Hong Kong to keep and open official or semi-official offices in the United States, like the Hong Kong Economic & Trade Office, the Hong Kong Trade Development Council office, and the Hong Kong Tourist Association. The United States should accept passports and travel documents issued by the Hong Kong Special Administrative Region after June 30, 1997. If China resumes sovereignty over Hong Kong after that date, Hong Kong residents’ treatment when applying for U.S. visas should not change, as long as it follows the Immigration and Nationality Act.
