Congress says the United States must keep and grow cultural and educational ties with Hong Kong after June 30, 1997. The U.S. should expand exchanges in culture, education, science, and research and work to make agreements that help these exchanges. Hong Kong must have a separate spot in the Fulbright Academic Exchange Program (separate from the United Kingdom before July 1, 1997, and separate from the People’s Republic of China after that), with a Fulbright Commission or a similar body. The U.S. should encourage Hong Kong residents to visit on nonimmigrant visas for business, tourism, education, and scientific or academic research, following applicable U.S. and Hong Kong laws. If the Legislative Council of Hong Kong asks, the Librarian of Congress, through the Congressional Research Service, should try to expand educational and information ties with the Council.
