On or after July 1, 1997, the President can decide Hong Kong is not autonomous enough to get different treatment from the People’s Republic of China under any U.S. law. If the President finds that, he or she may issue an executive order to suspend Hong Kong’s special treatment. The President should consider the Joint Declaration about Hong Kong when making that decision. Any such order must be published in the Federal Register and must say which law is affected. The President can stop the suspension for a particular law when Hong Kong has enough autonomy again, and that change must also be published in the Federal Register.
