As soon as possible after October 24, 1992, the coordinator named in section 5812(a) must send Congress a report on the overall assistance and economic cooperation strategy for the independent states of the former Soviet Union. The report must show for fiscal year 1993 three funding plans: how the chapter 11, part I funds of the Foreign Assistance Act of 1961 will be split among activity categories (including American Business Centers, export promotion/capital projects, and the Democracy Corps); what other funds for assistance are available; and how much each agency would get to carry out these programs.
