Congress says the United States must give priority help to the independent states of the former Soviet Union. That help should focus on handling and destroying nuclear and other weapons of mass destruction, stopping those weapons and related technology or experts from spreading, and other steps to lower the military threat from those states. It must also support converting their defense industries to civilian uses and expand U.S.–to–state military contacts.
