Funds cannot be spent in any fiscal year to help convert former Soviet military technology or defense industries to civilian use unless the President first obligates in that same fiscal year an equal or larger amount for U.S. defense conversion and transition programs. "Defense conversion and transition activities in the United States" means government-funded programs that mainly help U.S. defense workers, U.S. defense companies, or U.S. communities hurt by cuts in defense spending, for example programs run by the Office of Economic Adjustment or the Economic Development Administration.
