Money provided for fiscal year 1993 under sections 5853 and 5854 to help the independent states of the former Soviet Union can be used even if other laws would normally stop it. That rule does not change anything in this subchapter and does not override section 1341 of title 31 (the Anti-Deficiency Act), the Congressional Budget and Impoundment Control Act of 1974, the Balanced Budget and Emergency Deficit Control Act of 1985, or the Budget Enforcement Act of 1990.
