The President must send a written notice at least 15 days before using any money under sections 5853 or 5854 or the changes made by section 506(a). That notice must say which account, budget activity, and program the money will come from, how much will be used, and what activities or types of help the money will pay for. By April 30, 1993 and by October 30, 1993, the President must send reports about what was done under sections 5853 and 5854 and the section 506(a) changes. Each report must cover the prior six months and totals so far, and list amounts spent and why, the program sources of the funds, which U.S. agencies took part, what activities and help were provided, and any other information the President thinks Congress needs. Definitions: “appropriate congressional committees” means the Senate and House foreign relations/affairs and appropriations committees for international affairs (budget function 150) or the armed services and appropriations committees for national defense (budget function 050); “committee to which the specified activities would be referred” means the committee that would get the matter under the chamber’s rules.
