Within 180 days after October 24, 1992, the Secretary of State, working with the Secretaries of Defense and Energy, must send Congress a report on options for the final handling of special nuclear materials from the former Soviet Union. The report must compare the costs and benefits of leaving the materials stored and guarded in those countries versus the United States acquiring them by purchase, barter, or other means; discuss issues like protecting U.S. uranium producers from dumping, the risk of illegal spread of the materials, and possible electricity and other savings if the material is used in U.S. fuel cycles; and explain how highly enriched uranium could be mixed down for use as reactor fuel.
