Federal agencies must quickly review any license or approval request sent by NASA, its contractors, or anyone else to discuss buying space hardware, space technology, or space services from an independent state of the former Soviet Union for use in U.S. space projects Congress has approved or in commercial space ventures. If an agency denies such a request, it must immediately notify the designated congressional committees and explain why.
