Title 22 › Chapter 69— CUBAN DEMOCRACY › § 6003
The President should urge countries that trade with Cuba to limit their trade and credit with Cuba. The President may punish any country that helps Cuba by blocking U.S. foreign aid and arms sales to that country and by refusing any U.S. government debt forgiveness or reduction. "Assistance to Cuba" means help to the Cuban government on favorable terms (like cheap loans, grants, export subsidies, or special tariff treatment) and includes debt-for-equity swaps. It does not include food donations to nongovernmental groups or medicine and medical supplies allowed under section 6004(c). These rules end when the President makes and reports the determination required by section 6007(a).
