Title 22 › Chapter 69— CUBAN DEMOCRACY › § 6006
Food, medicine, and medical supplies for humanitarian purposes may be provided to Cuba under the Foreign Assistance Act of 1961 and the Food for Peace Act if the President certifies to the House Committee on Foreign Affairs and the Senate Committee on Foreign Relations that the Cuban government has publicly promised and is taking steps to hold free and fair elections within 6 months, is publicly committed to and is upholding internationally recognized human rights and basic democratic freedoms, and is not giving weapons or money to any group in another country that seeks to violently overthrow that country’s government.
