Congress asks the President to press the U.N. Security Council to impose a binding embargo on Cuba under chapter VII of the U.N. Charter, using efforts like U.S. consultations about Haiti. It says the Castro government’s large-scale human rights abuses are a threat to world peace. Congress also warns that if any former Soviet republic restarts nuclear facilities in Cuba or runs intelligence operations from Cuba aimed at the United States, U.S. aid to that country would suffer. The President should make clear to Cuba that finishing or operating any nuclear power plant, or causing mass migration to the United States by political manipulation, will bring consequences.
